[hpsdr] Penelope External Control

Dear All

I have incorporated the band pass filter board in front of Mercury from my redundant SDR1000 and it works great.

The problem I have is that I cannot find a way to control the filters when on WWV there is no boxes to tick, and the BPF board has no relays to bypass.

Have I mist something.
