[hpsdr] Mercury V2.3 released

All,

I've added Mercury V2.3 to the USBblaster SVN directory.  This enables the Alex control port for beta testers of that board as well as some more code tidying from Kirk, KD7IRS.

Please give V2.3 a try and provide feedback to the reflector.  The latest Verilog code is in \trunk\Penelope V2.
