I think that hardware, firmware, software XYZware all need to be open 
and freely available.  I further understand that TAP{Rs filter to fund 
or not fund may not coincide exactly and the agreement for development 
support may require some restriction in the distribution of complete 
information to duplicate until such time as TAPR has had a reasonable 
opportunity to recover costs.
