[hpsdr] Come and get it, code's ready! - so far so good

Just took a couple of minutes at the end of the afternoon to load in the 
new Mercury code, and give it a whirl.  So far, so good.  I can now run 
without audio pops up to 96 kHz, 50% CPU, and even at 192 kHz 80% CPU 
the pops are not too frequent.  With ver 2.6 I could only run at 48 kHz 
on the same PC, as it's very old and slow.

Looking forward to trying Penny out tmw.
