Since the boards will be hand assembled, the fiberglass need not be high 
temp. It is still RoHS compliant.

If the boards are to be used in automated assembly, then the fiberglass 
needs to be high temp or the boards are in danger of delamination.

The Chinese boards are RoHS compliant and suitable for hand assembly, 
not suitable for machine assembly.
