[hpsdr] FX2 Program utility

I use an FX2 USB adapter with my N2PK VNA. Dave, G8KBB just posted this 
utility for programming the FX2 chip - it may be of use to us.

Hi all

I've uploaded a small configuration utility for checking and
programming an FX2 based USB chip for use with the N2PK. Note that
Win4VNA is the only app that currently supports this USB interface -
before you ask!

The utility removes the need to install the Cypress application tools -
 it will allow you to download programs to the FX2, program the EEPROM
and communicate the VNA code.
