[hpsdr] local oscillators

I used a Z Comm in my last homebrew running at 600 to 1200 MHz. with an internal
  divide by 4 so the final output was 150 to 300 MHz. I then used a plessey divide by 4 on the output to get it down to the range I needed. I was looking at one of the rags that show up in the mail and they are still around. My unit tunes 0 to 15 volts. transmission line resonator. I like the higher voltage used in the N1UL unit though.
