[hpsdr] Horton Local Oscillator discussion paper

I've put together a few notes on a potential local oscillator for the Horton 
board. This uses a microwave VCO divided down to the frequency band of 
intereset.  Assuming the dividers don't degrade the phase noise too much 
this should give very good performance.

Since we can fine tune the receive frequency in PowerSDR we can live with 
say 10kHz steps in the local oscillator.  Since the main VCO tunes in 800kHz 
steps we don't need to use a fractional N synthesiser and we can use a 
relatively wide loop bandwidth.

Some  experimentation is already going on see if one of the 'canned' 2.4GHz 
VCOs will be suitable. If anyone has experience in building 2.4GHz VCOs that 
will cover about 120MHz then please step forward!
