I think that is strongly related to what people want.  It may be easier 
for TAPR to dump all the parts in a kit, but perhaps only 5% of the 
potential users/experimenters/developers of SDR are willing to deal with 
that.  Fully assembled might satisfy the most people, but maybe the 
developers/early adopters really want to solder.

Hence, the question, to help provide guidance to TAPR.

I suspect they will only want to offer one version, at least initially. 
  Trying to keep track of variations is a nightmare for a small, 
volunteer organization.

How important?

For example, let's say Ozy (or Janus)  might cost:

a) $80 as a PCB + parts kit

b) $100 as a partially assembled PCB (you do the through hole, but all 
of the SMT is done for you)

c) $110 as a fully assembled board.

If only option were available, which would you want?

These are hypothetical numbers, but I suspect the differentials are 
realistic.

Or maybe there is another option : bare PCB (maybe $20) and you are on 
your own to gather the parts?  Or maybe this should always be an option, 
no matter what kit/assembled version becomes available?
