The latter.

I used OrCAD for the Janus schematic and PCB, as well as Pinocchio. 
Phil started with Kicad for Atlas, but ended up using PADs with Ozy.

AMSAT is in the midst of providing access to tools for development use. 
  Meanwhile, use what you have/know/trust.
