[hpsdr] picoPSU Noise Test

Achim,

Let's be careful not to get the cart confused with the horse. The
numbers quoted below are the specs for the picoPSU-60-WI, NOT for HPSDR.
I doubt that the latter can be specified at this point or even if they
should be. The only spec is that the ATX required voltages _will_ be
present. Since this is an open project, people are expected to
experiment, try different combinations of boards, etc. What is needed as
a PSU is allowed to vary from implementation to implementation. The
picoPSU's should only be considered as examples of what should be enough
- maybe - for a simple configuration of some of the cards in play. Your
mileage and horsepower may vary.

3.3V 6A 8A 1.5%

12V 400mA 450mA 3%
