[hpsdr] CASMIR design v0.4 plus introducing COPERNICUS!

I was doing 1kHz steps since I'm not sure if SASQUATCH was going to need to have 1kHz steps or not.
I'll do some digging and pull a uWave VCO design option together. Analog's got some nice dividers.

Alex,

Why are you proposing a DDS. If we use say 5/10kHz steps then we could fine 
tune in PowerSDR?

I think dividing a GHz oscillator down is a very good approach given the 
availability of canned uW VCOs.
