It seems a lot (if not all) of the files are stored in some non-obvious
location that is only accessed via the .asp script. I am not sure why
the file server utilizes the .asp scripts to access the files by file
number as opposed to filename, but it seems to me that links directly to
the files would be a lot less problematic as opposed to going through an
extra layer of indirection.

Even if the aforementioned file retrieval scheme is necessary and does
work, many of the files that are delivered don't have any commonly
recognized extension, hence the problem of the browser not knowing what
application to use to open the file with.
