My vote is the uwave oscillator divided. The performance of the ATR2000 also looks good but I would put more voltage swing on the vco cv. The ATR2000 phase noise is similar to the Racal RA6830 fractional n. The only fractional N chips I see around only have 12 bits of fractional n control but will operate to 4 GHz (A.D. part)
  I was looking at a fractional n with the vco divided down but looks like you only get 10 KHz resolution or so at HF. I would want at least 100 Khz on the phase detector. (RA6830 runs at 1 MHz reference into the phase detector and does 1 Hz. resolution)
