A few comments:

1. The MERCURY will either have an on board encode clock or a
provision for an external clock.  THE MERCURY's CLOCK WILL BE FIXED.
The MERCURY will have a BPF filter in front of the ADC.

2. The HORTON will get its LO from either a DDS board or PLL board
which is not shown in your drawing.

3. The Gibraltar (if used) would supply the reference to the DDS or to
the PLL board.  Why are there two GPS modules in the Gibraltar?

4. Remove the Johnson counter blocks (makes no sense) because they are
either not needed as in the case of the MERCURY or will be part of the
PLL board.  The output of a DDS board would hopefully be quadrature
already.

It is a little premature to tie all this down right now since some of
the boards are just proposals.  The MERCURY and HORTON will happen,
the JANUS and OZY already exist, and serious design discussion of the
Gibraltar and PLL frequency synthesizers have already begun.

I am not clear on who is going to actually do the initial design,
prototyping,  PCB layout, and code for the Gibraltar.  I assume that
you are going to be doing the initial design, prototyping, PCB layout,
and code for the CASMIR?
