[hpsdr] New picoPSU - 13.8V input

This is a new, 60W version of the picoPSU-120 that I have and that was
shown at Dayton. The big advantage to this new one is that its input
supply voltage is not limited to 12V. Anything from 6V to 24V will do.
13.8V and car batteries come immediately to mind.
