Hi Don,

I was thinking about the need for a prototyping board the other day. 
Besides plenty of through hole pads, it would be nice to have some
common SMT pads on there too.  I might go ahead and take this on after
the FPGA_USB board design (now called the OZY* board) and the Mercury
board.  I think its name should (obviously) be the Proto board.  We
should put it out for public comment as far as what provisions should
be on the board for prototyping.
