[hpsdr] Update Atlas Construction Notes

I fully agree with Phil. This IS a really important part for carrying this
initiative forward. It takes a Village (Aw, ok, I called it a town).
Mentors, publicists, inventors and creators all respecting each others'
talents and what each brings to the table. Also each contributing 'across
boundries!'

Kudos! Keep it coming! Keeping track of all the scattered posts is getting
to be a 'bear'.
