[hpsdr] The Basics (with updates)

We do NOT need those kinds of things (Cordic libraries for trig and 
other useful nonlinear functions),  half band and cic filters, etc.  The 
fun part will be building and debugging or own or adapting the offerings 
in http://www.opencores.org/ to our needs.  That is good news.
