[hpsdr] High Accuracy Timing for HPSDR

Hi Alex,

Bliley was one of the folks I got a quote from a couple of years ago.  The
quote was ~$250.00 for one, and that was to be built.  But it looks like
they are changing they way they do business judging from their site.  But
I'll bet you your favorite beer or soda pop that they are still in the range
of $250.00.
