[hpsdr] Mechanical considerations for ATLAS cards

I am not saying you have to use the 4U rackmount case. 

I am saying that not relocating the connectors to the perpendicular side PREVENTS me from using any computer case (rackmount or desktop).

The connector spacing on the ATLAS was designed to fit in a PC case.

Those are impossibly large for me. I'm afraid if we relax the mechanical
size restrictions agreed on some time ago, the boards will grow until
such a box is required, and I'll be out of the project.
