[hpsdr] New HPSDR Board

I've put together some ideas on an  interface board for the HPSDR project 
that will plug into the Atlas bus.

It's a general purpose input/output board for interfacing external equipment 
such as amplifiers, mast head preamps,  VHF/UHF/SHF transverters etc.

Feel free to give feedback on the features and facilities that you would 
like to see on such a board.
