Steve,

According to my thinking your counter works so that the flip-flops
give out 50% duty cycles. If you count 4 clocking pulses, the output
levels are:
- pin 5: HHLL
- pin 8: HLLH

With the 50% wide sampling pulses in quadrature, my proto integrator
seems to work very well.
