Along the lines of ARM processors, Analog Devices builds one with a DDS.

Or an STM STR7 or STR9.  These are Flash-based ARM CPus with USB (and 
Ethernet :-) support.  STM provides free software libraries and demos 
using this as a USB audio streaming device for input and output.  Use a 
CPLD like a Xilinx XCR3032 or similar (even cheaper than the Altera 
EPM240 since cost seems to be a driver here) and you're on your way...
