He is using a TV tuner card. It can tune within the range of
50 - 850 Mhz and he gets 8-bit samples at a sample
rate of 27Mhz.  He has been able to receive a commercial FM
station.   For software he made a slight modification to the
FM demo code used in the GNU Radio documentation.

It should be possible to receive ASTC with this hardware
Software exist to decode the.  the ham 2M and 440
bands come to mind.

I checked the card sells new for $45 but many like it are
steeply discounted

Many people have used TV Tunners for SDR before but they
typically hook them up to a fast ADC. and then the data has
to go in some port on the PC.  THis system buts the ADC
right on the PCI bus and the OS level device driver makes
the hacked TV card as easy to use as a keyboard or reading
a file.
