[hpsdr] FCC new output on Cognitive Radio

Robert,

Thanks for posting this URL. It was interesting to read Cisco's requests
in particular. It looked like they were trying to get the Commission to
give them permission to avoid the responsibilities of the GPL. The
Commission did give them a policy statement, but it also stated that
anyone with a GPL'd solution is going to have a high burden to prove
that it secure & I don't see any wording that releases the licensee from
GPL requirements.
