Hi ,
I have spent a good hour searching through the TI site again under
the "DSP university section", searching for SDK and many other
permutations of likely phrases, the best I can find is the Code
Composer Studio 120day Free Evaluation Tool, CCS FET. The url you
refer to must be hidden from the search indexer.
I have also searched the University of Canterbury NZ, under software
engineering and GNU. Nothing found.
So the TI option is still elusive to me unless I shell out many $$$
for the supported CCS platform.
Because this application is a non-commercial amateur radio and for
experimentation and self learning, the cost cannot be justified here.
The Blackfin Uclinux tool chain is far less useful and poorly
integrated and the processor more limited but it is free and it
works. I would far rather develop under CCS for the TI processor.
If you could pass me the specific urls, it would help me a great deal
I would prefer to use the TMS processor

(download the code for the "University SDK") as well as gnu (from the
University of Canterbury, New Zealand).
