[hpsdr] Improved Ozy Janus code in SVN 1395 from Flex Radio

I've updated the Janus Ozy cide in SVN 1395 and greater from 
Flex.  The changes in this code are performance related - have 
reduced the USB overhead and cleaned up some of the input and 
output  processing.
