[hpsdr] EEPROM Programming

Thanks for all the feedback on EEPROM programming - it seems we have a 
number of options.  Just to clarify, the time of concern is that of the 
overall process not the time taken to program the EEPROM. Have a look at

to get an understanding of what needs to be done to bring up a new board and 
why a ready programmed EEPROM will reduce the time to test.
