If shipping/insurance to some regions of the world is a problem for 
hardware, why not just "ship" the knowledge (circuit diagrams, board 
layouts, ...).

You "just" need some kind of "partner" for the different shipping areas
of the world who is able to make hardware from the layouts and who 
handles the shipping for his area.

If, lets say, someone in germany is able to do that for europe, it
should be no problem to ship the hardware within the bounds of europe.
With much lower expenses than the shipping from the US to europe.
