All:

Please recognize that this decree is from the same people that wanted to 
outlaw the
possession of digital-to-analog converters by individuals back in 2002.

If you don't believe or remember that, I'll go dig out the reference.

It seems to contain the same lack of connection with reality that the 
previous
attempt did, and the same lack of understanding of the underlying
technology that they have been appointed to regulate.

A prime example of what happens when a regulatory agency, intended to
regulate a technical field is run by politically appointed lawyers 
rather than
qualified technologists.

If they actually expect the operational radio signal processing software to
provide "security" for the radio, then they don't understand "security"
or the implications of software defined anything.

On the other hand, a set of hardware boards and open source software
such as HPSDR is providing is a regulator's nightmare, should someone
choose to use it inappropriately.

But, the genie is already outside of the bottle, and they have to deal 
with it.
