[hpsdr] FCC

The FCC would not allow Comer Communications to market the transmitter to go
with the Radware SDR 10 years ago. I has been very frustrating hearing all
the comments about the FCC's great support of this new technology when they
shut us out years before. I guess it just part of their two sided face.
