"bulk material" in an engineering context is a term used to mean the
fundamental properties of the material like density, yield strength
or in this case magnetic permeability.  

Shields for _static_ or low frequency magnetic fields work by
interposing
a material that causes the magnetic field lines to bend and move inside
the
shield rather then through the volume of space that is to be protected.
Completely different physics then Faraday but note in both cases
neither
shield actually blocks the field.
