Correct, although it's not clear to me at this stage whether this is always the case. However once initozy.bat has been run LEDs 4 and 5 of Janus go dark.

Also, not mentioned in the manual (grmbl, grmbl) is that when transmitting, led D4 on Ozy lights.

  Finished off the build of my Atlas (#177) this afternoon .... 
  how many soldering points was that?  almost 1,000?

  Got 5 good power lights than plugged in Janus and Oxy.  
  The only point not described in the JANUS manual was that LED4 and LED5 were both lighted.

  Now awaiting Mercury.
