Dr. Karl Meinzer,  DJ4ZC,  wrote his Doctoral Dissertation on EER and 
even switching amplifiers in the middle 1960's.  We flew his HELAPS 
transmitter on Oscar 7 in 1974.  Sokol knows about AMSAT and Meinzer's 
work.  He donated his design tools for our efforts at doing a highly 
efficient transmitter design.

Meinzer has endorsed our doing a closed loop system if we can get it 
together or a much better open loop system than has been flown before 
using DSP correct and multiple stage modulation of the power supplies. 
You must modulate the the finals and the drivers if you are to get high 
efficiency down to low power levels.

Thanks to help from our serious friends of this list,  we have access to

all of the design tools we need to pull this entire thing off including 
these serious EER experiments.
