[hpsdr] Atlas PCB and Atlas_light

Hi HPSDR folks,

I am going to produce some pcb's Atlas and Atlas_light (2 slots) for my own
purposes.

If somebody is interested to get additional boards (especially in Europe) I
will produce and sell them for 10 EUR each with additional shipping costs
and 19% VAT.
