[hpsdr] Altera FPGA software license

Hello,
I saw some projects here using Altera FPGAs, so I thought I'd ask a
question about the licensing. Does the Altera Quartus web Edition allow
full development with compilation and programming after the initial
license expires?
You see, my initial license has expired and I was presented with three
options when I started up the program:
1 Enable 30 day eval period with no licence
2 Perform automatic web license retrieval
3 Specify valid license
I chose option 2 followed by a network error then I got into Quartus. I
get the following error when I try to compile:
<<Compiler is not available with your current license or license does
not exist.>>
Now, normally should I be able to develop on a Cyclone and program and
all with perpetual license renewal after each expiration as implied by
the below link?
