[hpsdr] Small Loop Antenna

For those interested in the Small Transmitting Loop Antenna project
previously discussed here, I've posted the schematics, code, and pwb files
on the HamSDR site at http://www.hamsdr.com/Home.aspx .

Look for the Loop Antenna folder in the public downloads section and the
article on the home page.  I intend to follow with a BOM, source list, more
description, operating instructions, and pictures in the very near future.
As always, I'm open to suggestions and comments, and of course, will try to
answer questions.
