Dear Klaus,
Thank you. Yes, the interruptions are inconvenient
and often happen at critical words. It makes it
difficult for even a native English speaker to
understand.
Some of the things I have tried are:
disconnect all other PCs from my Internet connection
only run TeamSpeak, at a high priority
changed to a different operating system and hardware
(Windows XP Pro on one PC and Ubuntu 8.10 Linux on
the other PC)
When I use TeamSpeak to look at user information,
I have a 5% to 10% packet loss. When I look at
other users, they usually have 0% packet loss.
I suspect that the problem is from my Internet
Provider, Comcast. The interruptions are periodic
and you can sometimes hear an interrupted packet
arriving at a delayed time. This would be an
excellent way for Comcast to interfere with any
other VOIP service that would compete with the
Comcast VOIP service. I appear to not be the
only one experiencing problems:

I am on waiting lists for DSL and fiber optic service,
but they are not available to me yet, even though
I am a short distance from the telephone office.
I used to use satellite for my IP and now regret
ending that service.
I might be able to try a dial-up Internet connection
with another Internet Provider to see if I can get
a clean TeamSpeak connection.
If that does not work, we may need another volunteer
who does not have Comcast IP to do the recordings.
