[hpsdr] Mercury - Placement on Atlas Bus

Hi Gerd,

Thanks for the suggestion - I'll give it a try.  I will shortly be loading 
new Mercury FPGA code to SVN that will add some more features. That will 
make Mercury-EU even better!
