support HPSDR/Mercury.

I just released 2570 this evening - it connects the preamp setting on 
the console to the hardware.

This code is fresh off the presses; so I'd not be surprised to get a 
bug report or two.

Work remaining  on the to do list::
         Add support for mic boost
         Add HPSDR support in the initial config wizard
         Vista checkout
