I would really like to see crowbar over voltage
protection on all of the output voltages.

While a crowbar on the 13.8 V will protect the
succeeding regulators from AC mains over voltage,
you are still wagering that the lower voltage
regulators will not fail in a pass-through condition.
This could damage all of the costly, possibly
difficult-to-find cards plugged into Atlas.

Over voltage protection is cheap insurance.
