[hpsdr] PWR supply, also processor speed

Just want to make sure there is no confusion.  It is the filter length as
Lyle says but it is the length in TIME that matters.

A filter of length 4X at 192000 samples per second has the exact same
"length" as one of length X at 48000 samples per second.

All that matters with the CPU is: does it have the oomph to do the
computation and does the infrastructure around it support the data rate to
keep it busy.

Latency is related to filter length and sample rate, but not CPU rate. 
As long as the CPU can keep up, there should be no difference in latency.
