[hpsdr] Ordering Mercury

In spite of a weeks testing prior to the change over, certain things that 
were working decide to break when the actual changeover took place.

We think (and HOPE) that things are back to normal.  (ftp may still be 
being tweaked)

Please report any problems going forward.
