[hpsdr] Mercury and PowerSDR

Hi Ross,

This is presently 192kHz but could be increased to ~50MHz with suitable 
changes to the Mercury FPGA code and PowerSDR. Only needs a volunteer 
or two and its done!

See the Wiki under Cyclops for an example of Mercury displaying a 
0-50MHz span of spectrum.
