[hpsdr] Penelope for sale

I know they are in short supply, so I have decided to put my idle Penelope
board up for sale.  $230 shipped within US.  It has been powered up and
recognized by PennyMerge, and I've played with various clocking
combinations, but I have not transmitted with it.

I've decided to remain with my SDR1k+Ozy+Janus and various softrocks for
now.
