[hpsdr] TI Development Software for Sasquatch

Only commandline tools, no debugger, which is essential for any
embedded software development.

CCS 4.x is going to be eclipse based and will be available on
GNU/Linux I hear. So their 120 day free trial will be usable on
GNU/Linux as well.
