[hpsdr] low noise atx power supply

I am using an ATX PSU made by  Enermax.
I chose it because they were mentioned in the RSGB's EMC
column as being a maker of low noise PSUs. 
So far I have had no problems. They are expensive but you 
can pick up used ones on eBay sometimes.
