[hpsdr] Penelope Troubleshooting

I complteted building a Penelope. Everything programs correctly and seems to work FB except for no power out. PWRSWR indicates 500mw but the lights on Peny and scope indicate no RF. I checked RF back to A2D chip and none present, j2 and j3 jumpers are in internal position. I checked the traces from FPGA to D2A chip and all looks fine. I have a 122.8mHz sclock on A2D. Just wondering where to look next? Any hints greatly appreciated!
