[hpsdr] Project removal (website)

Thor appears to be alive and well based on the new content on the wiki
page.
The hpsdr page for Thor does not reflect this new lease of life.  Is
there really any point in maintaining the two layers or can the whole
thing be consolidated into a single web site (wiki or otherwise)?

In any event, glad to see Thor is back.
